There is an irony about Section 5 of the Amendment. The Sup. Ct. does not allow Congress to expand the meaning of the 14th Amendment, Section 1, but the Court itself takes great liberties in expanding what it means.&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;</description>
