The biggest difference is that Bush wasnt cutting secret backroom deals with union leaders or granting tax rights to some states while denying them to others.

Agreed, they could of done it regardless of whether the Democrats wanted it or not. The GOP had enough votes to win at that point.

This is why they lost in 2006. They broke their promises to Americans and only looked after their own self-interests when they controlled the Congress and Presidency.
